LOWER CAPE FEAR WATER & SEWER AUTHORITY
48-inch RAW WATER MAIN RELOCATION US HIGHWAY 421 at FISHING CREEK PROJECT
Sealed bids will be received by the Owner, Lower Cape Fear Water & Sewer Authority, at the office of the Lower Cape Fear Water & Sewer Authority, 1107 New Pointe Blvd, Suite 17, Leland, NC 28451 until 2:00 PM, local time, on May 22, 2019, for the 48-inch Raw WM Relocation US Highway 421 at Fishing Creek project.
Bid/Construction Overview: The bid/work schedule shall be expedited to meet the required dates. The anticipated Contract dates are:
- Bid Opening: May 22, 2019
- Low Bidder will be notified on May 23, 2019
- GC shall provide required bonds, insurance, and signed contract to Owner on or before May 28, 2019.
- Execution of Contract, and Notice to Proceed will be issued concurrently on May 29, 2019.
The work will consist of providing and installing approximately 635ft of buried 48 inch Restrained Ductile Iron Pipe, two 42-inch wet tap connections to existing 48 inch diameter Prestressed Concrete Cylinder Pipe (PCCP), two 48 inch line stops on existing 48 inch PCCP, abandonment and grouting filling of existing PCCP and other work as described on the contract document. Work shall be accomplished in Phases as shown on the drawings.
Phase A work shall be completed by August 1, 2019. Phase B shall be started after Hwy 421 North bound is closed and NCDOT has given approval to commence work on Phase B. Phase C work can be undertaken during the overall construction period.
Contract Documents (including plans and specs) are open to public inspection at the office of the Executive Director 1107 New Pointe Blvd, Suite 17, Leland, NC 28451; the office of the Engineer in Wilmington, North Carolina; and the Associated General Contractors and F.W. Dodge Company. Copies of the Contract Documents may be obtained at the Issuing Office, McKim & Creed, Inc. located at 243 North Front Street, Wilmington, NC, 28401 upon payment of a Non-refundable fee of $150.00 for each set of documents requested by contacting Jamie Fitzsimmons at email@example.com. Small, minority, and women’s businesses and labor surplus area firms are encouraged to submit bids.
Each bid must be accompanied by a certified check or a bid bond by an acceptable surety company of not less than five percent (5%) of the amount of the bid, made payable to the Owner, Lower Cape Fear Water & Sewer Authority, as a bid guarantee.
A Performance and a Payment Bond will be required for the successful bidder in the amount of one hundred percent (100%) of the contract price, conditioned upon the faithful performance of the contract, payment of all persons supplying labor or furnishing materials, and payment of all liabilities incurred in connection with the work under this contract.
North Carolina law requires any contractor bidding on work in the State that costs $30,000.00 or more to show evidence that he is licensed under the "Act to Regulate the Practice of General Contracting."
No bid may be withdrawn for a period of thirty (30) days after the scheduled closing time for receiving bids.
The Owner reserves the right to reject any and all bids and any part of a bid and to waive formalities and technicalities in the bidding procedure.
No consideration will be given any request for Plans and Specifications within the five (5) day period immediately prior to the date for receiving bids.
Bids must be submitted on the printed form, or exact copies thereof, contained in the Contract Documents.
Bidder shall make positive efforts to use small and minority-owned businesses and comply with GS 143-128.
